If my original two-way radio battery is a NiCD battery, can I use a different chemistry battery?
That would depend on both your charger and radio. A lot of chargers will charge NiMH batteries. However, even if your charger will do this, your radio might not. It is best in these situations, to check your user manual or contact the manufacture to find out the technical specs of your model.

What kind of shelf life does my two-way radio battery have?
If you store your battery properly, meaning in a dry, cool (not cold) place, your battery can have a 1 to 2 year shelf-life. A good temperature to store your batteries at would be between 55°F and 75°F or 12.7°C – 23.8 °C.

My two-way radio is not powering on, even though my battery is fully charged, what can I do?
There are a few reasons why this could be happening. The first and simplest reason for this could be that the contacts between your battery and unit are not making proper contact. To solve this situation, there are a couple of things you can try; first is to take a pencil eraser and clean up the contacts on both pieces. You can also do this using a cotton swab and rubbing alcohol. Another thing to try is to check the contacts on both and make sure that none of them are bent. If they are you can gently try to straighten them out. However, PLEASE be careful if doing this, because these contacts can break easily if too much force is exerted. Another common reason would be a loose wire. In a situation, like this, unless you are very well trained at fixing electronics, you should see a professional repair person.
